Background:

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law.

The Human Resources Unit (HRU) is a part of the Common Services Department of the OSCE Office for Democratic Institutions and Human Rights (ODIHR). The HRU ensures that ODIHR programmes have a capable and committed workforce that provides support, assistance and expertise to all stakeholders to promote democracy, rule of law, human rights and tolerance and non-discrimination.

 

Tasks and Responsibilities:

The Senior Recruitment Assistant provides hiring programme managers with advice on policy, procedures and standards for recruitment as well as assistance and advice throughout the recruitment and selection process to ensure the recruitment activities related to all categories of OSCE staff. The incumbent develops and delivers recruitment and selection training to hiring managers and selection boards, and informs the ODIHR Senior Management on regular basis about the statuses of ongoing processes. The Senior Recruitment Assistant performs all administrative steps required for the recruitment of fixed-term contracted and seconded staff.

Under the direct supervision of the Chief, Human Resources Unit, the incumbent performs the following functions:

  • Ensuring that the best qualified candidates are recruited by consulting with hiring managers to clarify requirement and specific recruitment activities and developing and implementing recruitment and assisting with the drafting/issuing vacancy notices, collecting applications, participating in the short listing of candidates, checking references, etc;
  • Supporting the selection of staff (approximately 20 annually) by providing hiring managers and boards with information and advice on related policies, procedures and standards, and organizing the selection procedures (testing, interviews, selection Committee etc.);
  • Preparing and distributing weekly reports and ensuring updated ODIHR succession planning to ensure that the ODIHR Senior Management is advised about the statuses of all ongoing and upcoming recruitment and selection processes;
  • Supporting the Chief, HRU with advice on prioritisation of recruitment and selection processes and the distribution of work among the team;
  • Providing staff members with learning materials and relevant training enabling them to successfully fulfil their duties of selection board members, through development and delivery of internal recruitment courses;
  • Ensuring that all relevant OSCE procedures are followed, and that files and records are established and kept in line with the OSCE regulatory framework;
  • Performing other related duties as required.

 

Necessary Qualifications:

  • Completion of secondary education; post-secondary training in human resources or administration is desirable;
  • A minimum of six years of directly related work experience, with at least two in an international organization;
  • Excellent presentation skills for delivering training to selection panel members and to provide information and advice on recruitment and selection policies, procedures and requirements for hiring supervisors and applicants;
  • Computer literate with practical experience with Microsoft applications and HR computer systems ;
  • Excellent written and oral communication skills in English;
  • Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

 

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately PLN 8,400. OSCE salaries are exempt from taxation in Poland.

Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 46 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees. Appointments are made at step 1 of the applicable OSCE salary scale.
