The Company

The Manager of Global Trade Compliance (“GTC”) role is located in Breda's manufacturing operations hub in the Netherlands. This dynamic position within the larger Worldwide Compliance & Business Ethics organization (WC&BE) will provide compliance advice and support on a variety of trade-related matters, focused on the company EU-region, but with broader global scope which includes the Middle East and Africa. This role provides important program guidance and oversight for trade compliance, assurance-related activities related to all imports and exports in support of the global network of transactions and establishes controls for global standards.

As an EU trade compliance expert, the GTC Manager is expected to monitor the external environment - ensuring the company risks are proactively managed and its trade compliance program continues to meet the highest standards with respect to EU requirements.

Role Description

Serving as expert adviser to internal clients on complex trade-related transactions, issues and projects. Advising on matters such as international customs and other government agency (OGA) import/export requirements, customs valuation, tariff classification, free trade agreements, country of origin, and trusted trader programs.

Responsibilities

• Monitoring the external environment and ensuring that the compliance program continues to meet or exceed standards set by the EU;
• Partnering with cross-functional colleagues on complex trade, transfer pricing, and VAT matters;
• Conducting training on trade compliance requirements to internal client groups and other appropriate audiences;
• Identify and manage GTC program improvement opportunities;
• Effectively liaising with government agencies;
• Drafting, revising, and maintaining applicable compliance policies and procedures;
• Executing and/or monitoring of audit remediation plans;
• Supporting corporate audits;
• Supporting local investigations;
• Monitoring against established policies and procedures;
• Championing ethical tone throughout the organization;

Requirements

Basic Qualifications:

• Bachelor’s degree and 8+ years of related professional experience OR Master’s degree and 5+ years of related professional experience OR JD/LL.B. or PhD and 3+ years of related professional experience;
• Fluency in English required;
• Excellent written and verbal communication skills;
• Experience as trade compliance officer working in compliance/legal department of a multi-national company (healthcare sector experience preferred);
• Strong interpersonal skills, judgement, maturity and flexibility;
• Ability to manage competing priorities and provide high level of responsiveness across multiple stakeholders;
• Ability to operate both independently and as part of a larger in-house compliance group;

Preferred Qualifications:

• Experience in the laws and regulations related to trade in the European Union, especially the Netherlands and Ireland, as well as other jurisdictions within Europe and the Middle East and Africa;
• Experience with managing regional bio/pharma distributor and broker relationships;
• Experience with implementing compliance policies, programs and training; experience with relevant regulations and industry codes of conduct;
• General understanding of legal and regulatory requirements applicable to the healthcare sector;
• Ability to lead complex, cross-functional projects involving diverse stakeholder groups;
