The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

Background

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. The ODIHR’s activities are implemented in 57 participating States in accordance with the ODIHR’s political mandate. The ODIHR Democratization Department, one of the Office’s five Departments/Programmes, has a large portfolio of assistance projects in the areas of democratic governance and participation in public affairs, gender, legislative review and rule of law development as well as migration and freedom of movement. The ODIHR Democratization Department is managed by the Head of Department (P-5) and the Deputy Head of Department (P-4).

 

Tasks and Responsibilities

Under the direct supervision of the Deputy Head of the Democratization Department and in consultation with the respective Chief(s) of Unit of the Democratization Department, the incumbent provides the necessary administrative and logistical support to the Unit(s) and, when requested by the first or second level supervisors, to the Department as a whole. The duties are:

  1. To provide administrative/executive support to the Head of Department.
  2. To co-ordinate and guide the work of the Democratization Department’s Administrative Assistants.
  3. To provide logistical and administrative support for activities of one of the Democratization Department’s Units.
  4. To provide administrative and logistical support for the organization of meetings, seminars, roundtables and conferences (OSCE mandated meetings, internal Unit/Department meetings and meetings organized in the context of projects).
  5. To perform other duties as assigned.

Necessary qualifications

  • Completed secondary education, supplemented by formal secretarial, accounting and computer training and knowledge of modern office procedures.
  • Minimum six years of clerical/secretarial/administrative experience with at least two years in an international organization with established experience in project administration and management and in translation/interpretation.
  • Computer literate with the ability to operate word processing programmes, to use spreadsheet applications and to maintain simple databases. Proven experience working with Microsoft Word and Excel is essential. Oracle experience is highly desired.
  • Excellent written and oral communication skills in English, Polish; knowledge of Russian is highly desirable and knowledge of other OSCE languages an asset.

 

Remuneration Package

Monthly remuneration is around PLN 7,500. OSCE salaries are exempt from taxation in Poland. Social benefits will include participation in the Cigna medical insurance scheme. Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 56 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.

 

Appointments are normally made at step 1 of the applicable OSCE salary scale.
