The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

Background

ODIHR, as the principal institution of the OSCE responsible for the human dimension of security, supports participating States in promoting gender-sensitive democratic institutions, women’s participation in political and public life, the justice system and security sector; in strengthening national mechanisms for the advancement of women and in preventing and combating gender-based violence. ODIHR provides assistance through capacity building, expert advice, legislative support and awareness rising. ODIHR places special emphasis on supporting women’s leadership and networking, and on promoting the rights of women from underrepresented groups, including those from Roma and Sinti communities and women with disabilities.

ODIHR’s "Capitalizing on Human Dimension Mandate to Advance Gender Equality (CHANGE)” ExB project aims to strengthen the individual and collective impact on democratic institutions, policies and social norms to advance gender equality, women’s human rights and women’s safety. ODIHR will capitalize on its human dimension mandate to advance gender equality and engage with democratic institutions, security sector, political leaders as well as civil society, human rights defenders and underrepresented groups. ODIHR will facilitate exchange of good practices and support institutional change, knowledge sharing and capacity building for advancing women’s representation and influence.

Recognizing that the desired change in advancing gender equality requires a transformative and multi-pronged approach, this initiative integrates various elements from across ODIHR’s mandate. It also addresses the need to strengthen the evidence base to learn what types of strategies work in which context, and to apply this knowledge to overcome barriers to progress in gender equality.

 

Tasks and Responsibilities

ODIHR is seeking an Administrative Assistant for ODIHR’s CHANGE project. The position comprises of providing administrative, logistics, communication and monitoring and evaluation assistance for the implementation of the CHANGE project activities. The Administrative Assistant supports the implementation of the project provides back up administrative support for ODIHR’s Project Co-ordination Unit (PCU), associated with this project.

  • To carry out logistical and administrative tasks in relation to the planning and implementation of the project.
  • To provide administrative and logistical support for the organization of meetings, seminars, round tables and conferences (OSCE meetings, project partner and other meetings organized in the context of project).
  • To make travel arrangements for the Project Officer, project staff, contracted experts and meeting attendees.
  • To perform a variety of clerical and secretarial tasks.
  • To perform other related duties as assigned.

Necessary qualifications

  • Completed secondary education, supplemented by formal studies in administration, office organization, travel procedures is desirable.
  • Four years of clerical/secretarial/administrative experience. The incumbent must be computer literate and have practical experience with Microsoft applications. Oracle experience is highly desired.
  • Excellent oral and written communication skills in English. Ability to work independently, to master office routines. Well-developed communication skills are necessary in anticipating a need for information in a specific area, explaining entitlements and reimbursement of costs incurred to experts and participants and in interaction with experts, authorities and staff of OSCE structures in Vienna and elsewhere.
  • Tact in dealing with people from a variety of different national and cultural backgrounds is a prerequisite.
  • Attention to detail when organizing meetings is necessary as is accuracy in maintaining data bases and the filing system.

 

Remuneration Package:

Monthly remuneration is around PLN 6,700. OSCE salaries are exempt from taxation in Poland. Social benefits will include participation in the Cigna medical insurance scheme.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
