EPCM Buyer / Subcontracts Administrator North America

Location: Kraków

This position is responsible for client project related procurement transactions and sourcing for the North America and supports Procurement throughout mainland Europe and if needed other regions. The incumbent understands the role of procurement and of this position in the project delivery process, understands the integration of procurement with other project functions and performs assignments in accordance with established policies and procedures.

Responsibilities:

  • Exists within our Procurement Operations organization and reports to the
  • Procurement Operations Manager
  • Is responsible for procurement and subcontracting activities in line with internal and client project needs covering various spend categories
  • Supports, negotiates and executes international subcontracts, with focus on North America projects.

This includes:

  • Subcontracting assignments which typically consist of professional or technical services, and less complex construction services.
  • Assisting project management in the preparation of proposal deliverables, including pricing of subcontracted services, execution approach narratives, and labor hour estimates for subcontracting.
  • Providing coordination of assigned subcontract packages, tracking of subcontract activity and progress information, and information and guidance to project personnel on subcontracting issues.
  • Performing work in the development of subcontracts, including prequalification of bidders, solicitation of proposals, proposal evaluations, source selection recommendations, participation in negotiation of contract terms and pricing issues, conformance and finalizing of agreements, and subcontract issuance and execution.
  • Ensuring that applicable prime contract flow-downs are identified, addressed, and included in assigned subcontracts.
  • Obtaining necessary reviews and approvals of bidder exceptions, bid evaluations, source selection recommendations, subcontracts, and change orders prior to execution.
  • Assisting in ensuring budget compliance with the award of subcontracts.
  • Coordinating with project or departmental personnel to plan and support performance of the subcontracting activities, including Design, Construction, QA/QC, Safety, Project Controls, and Management.
  • Performing subcontract post-award administration duties, including change order management, contractual compliance, invoice verification, performance evaluation, closeout of agreements, and records retention.
  • Maintaining the database of potential and qualified subcontractors,
  • Supporting any project specific SRM requirements with individual subcontractors.
  • Utilizing established policies, procedures, systems, and tools to assure maximum contribution.
  • Identifies and advises management of procurement agreement related risks
  • Performs savings tracking, and reports realized savings on a continuous base;
  • ensures realized savings tie back to departmental budgets
  • Uses superior interpersonal communications skills to effectively interface with
  • other buyers, stakeholders and functional partners at all levels of the organization

The minimum qualifications for this position are:

  • Bachelor’s degree, preferably in Business, Administration, Law or Economy
  • Some experience within various Procurement spend categories including preferably professional services (for example architecture, engineering, land surveying), technical services (well drilling, laboratory etc), consulting services and similar
  • Knowledge of Procurement, Supply Chain Management or Strategic Sourcing process and methodology
  • Experience in understanding, negotiating and where needed drafting commercial supplier contracts, preferable in an international environment
  • Fluency in English, both written and spoken
  • Excellent written and verbal communications skills

The ideal candidate will possess the following skills and experience:

  • Experience with UK commercial contract law is an asset, likewise any experience with commercial contract law from other countries
  • Working knowledge of enterprise procurement systems (Oracle, Ariba) would be an asset
  • Willingness to learn specialized skills related to conducting procurement in the UK and other countries
